This track is based on Yamcha, and his (Rumuored) return to thje fight as Universe 7's 10th Warrior. After Frieza's betrayal and departure to Universe 4 to help destroy the fighters and beerus of universe 7, the team is short of a member.
When Goku returns to the group, 'He' is there! Who he is, is a mystery but speculation is that it is Yamcha.
Clues given by Toyotaro from a drawing of Yamcha rolling up his sleeve, like the Universal Tournament Poster, and the voice actor of Yamcha recently stating on Twitter that he is tired from doing alot of work recently, but unable to say what work.
Two very possible hints or red herrings, who knows. We'll find out in two weeks time on Episode 96.
