This track is based on the Teleportation Fighter from yardrat, the very person who taught Goku how to Instantly Transmit from one place to another (Teleport basically).
It's been speculated that maybe Frieza will join another Universe to destroy Universe 7 in revenge, and this Yardrat will appear at the very last moment.
It does make alot of sense but again this is just speculation and theory not based on any facts or leaks.
Due to the fact we see this guy in the Episode Preview for 96 its assumed or atleast a small hunch.
